The overall responsibility for the official Norwegian development co-operation lies with the Ministry of Foreign Affairs (MFA), under a Minister of International Development. The embassies report to the ministry on both development cooperation and other matters.

The Norwegian Agency for Development Cooperation (Norad) is in charge of the support to Norwegian organisations and to private sector development, including the contact with the Norwegian private sector. Norad is also assigned the task of providing technical assistance to the MFA and the embassies, as well as overall monitoring and evaluation of all Norwegian development cooperation.
